Prevention of extremism and illegal migration among students and teachers of the educational institution “RMU”

On February 6, 2026 (Friday), a meeting with employees of the Service for Combating Extremism, Terrorism, and Illegal Migration of the Ministry of Internal Affairs of the Kyrgyz Republic was held at education institution “Royal Metropolitan University”. The event focused on the prevention of extremism and illegal migration.

During the meeting, police colonel U.D. Kerimkulov and police major Yu.A. Abdumannapov, both Ministry of Internal Affairs employees, delivered a lecture to the university’s students and faculty members. During their presentations, the legal consequences of involvement in the illegal activities of extremist organizations were explained. Particular attention was paid to identifying and determining the illegal nature of the actions of extremist and terrorist organizations.

Police major Yu.A. Abdumannapov presented a short video clip to the students and faculty on tolerance and the inadmissibility of unfounded accusations based on religion or nationality. He emphasized that the Kyrgyz Republic respects and guarantees all individuals the rights and freedoms enshrined in the Constitution of the Kyrgyz Republic. Any form of discrimination or infringement of rights based on religion, nationality, or citizenship is unacceptable in the republic, and internal affairs agencies take measures to prevent such violations if they are detected.

In turn, Police Colonel Kerimkulov U.D. called on international students to strictly adhere to migration legislation, including the rules for registering foreign citizens and the visa regime of the Kyrgyz Republic. He noted that there has been a recent increase in fraudulent activities by individuals who, by misleading their compatriots, illegally obtain funds under the pretext of assisting in obtaining visas and work permits. He emphasized that only authorized government agencies have the right to register, issue visas, and process work permits. In such situations, it is recommended to contact official government agencies only. During the event, U.Z. Mambetaliyev, Head of the Quality and Monitoring Department, presented pre-prepared informational booklets to students and staff at the Ministry of Internal Affairs. These booklets covered anti-corruption, bribery, and the prevention of extremism and terrorism. The booklets were prepared in English, as the university staff speak English and students are taught in English.

U.Z. Mambetaliyev also explained the meaning and content of certain terms to students, particularly the concepts of “extremism” and “terrorism,” emphasizing the importance of understanding them correctly and consciously.

N.B. Orunkulov, Deputy Dean for Educational Work, drew the attention of academic group curators to the booklets and recommended using them as visual educational resources during curatorial hours and student work.

A question and answer session concluded the meeting. Foreign students were mainly interested in issues of registration at their place of residence, as well as the procedure and timeframes for obtaining visas.
