Memo for international students: Rules of conduct and anti-corruption policy
Dear student!
We are happy to welcome you to our educational institution! To make your stay here comfortable, productive and safe, please carefully read the basic rules of conduct and principles of the anti-corruption policy. Compliance with these rules will help you avoid misunderstandings and focus on the most important thing — receiving a quality education.
1.Basic rules of conduct
Academic discipline:
- Attendance: Attend all scheduled classes (lectures, seminars, practical work) regularly. If you miss a class for a valid reason (illness, family circumstances), notify your tutor or teacher in advance and provide the relevant documentation (e.g., a doctor’s note).
- Punctuality: Arrive at class on time. Being late disrupts the learning process.
- Classroom etiquette: Turn off your mobile phone during class. Show respect for teachers and other students: listen, participate in discussions, and do not interrupt.
- Behaviour outside the classroom:
Respect for culture: Remember that you are in a different country with specific cultural traditions and norms. Show respect for the local culture, religion and customs.
- Tolerance: We welcome diversity. Be tolerant and friendly towards people of other nationalities, cultures and views. Any form of discrimination, aggression or harassment is unacceptable.
- Cleanliness and order: Keep the lecture halls, library, dormitory and campus grounds clean.
- Dormitory:
- Follow the dormitory rules (quiet hours, visiting hours, kitchen use, etc.).
- Respect your neighbours’ personal space and peace and quiet.
2.Anti-corruption policy — this is very important!
Corruption is the abuse of official position for personal gain. Our educational institution operates a ‘zero tolerance for corruption’ policy.
What is considered corruption?
- Bribery: Offering, giving or receiving money, gifts or services in exchange for certain actions (e.g. inflating grades, automatic credit, admission to exams).
- Bribery: Any attempt to influence the decision of a teacher or administrator with money or gifts.
- Extortion: If you are asked for money or services for something that should be provided to you by right (e.g., admission to an exam that you have earned through your knowledge).
- What is NOT allowed?
- You CANNOT give money or expensive gifts (more than symbolic) to teachers, administrators or other staff.
- You CANNOT offer any services in exchange for a grade, credit or other advantage.
- You CANNOT ask to replace an exam or credit with a monetary ‘contribution’.
- What CAN and SHOULD you do?
- You CAN give flowers, a card or an inexpensive souvenir (e.g. for a holiday) as a token of appreciation, but not as payment for a service. This should be sincere and without any hidden meaning.
- You MUST achieve all your successes through your own knowledge and hard work.
- You MUST know that your grades depend solely on your level of preparation.
What to do if you are asked for a bribe?
- DO NOT GIVE IN to provocation. Do not give money and do not make any promises.
- POLITELY REFUSE. You can say: ‘I’m sorry, but I can’t do that. It’s against university rules.’
- REPORT IMMEDIATELY:
- To your supervisor or the head of the international department.
- To a special box for anonymous reports.
- To the anti-corruption authorities of the Kyrgyz Republic.
Your complaint will be treated confidentially. Witness protection is a priority.
3.Where to go for help and advice?
- For academic matters: Your supervisor, faculty dean’s office.
- For visa and legal matters: International Office 0700 317 140.
- In case of conflict or emergency: Supervisor, student senate, dean’s office.
- To report corruption: Direct management, dean’s office, rector’s office, complaints and suggestions box, email.
Remember: Your safety and reputation are in your hands. Knowing and following these simple rules is the key to your successful studies and a wonderful time spent in our country.
